- Department of Women and Child Development, Govt. of Gujarat and The Department of Home, Govt. of Gujarat is committed to provide a safe environment to the women and to ensure a prompt and effective response to any distressed women. To leverage the resources installed in PPP for people of Gujarat in terms of infrastructure, technology, leadership skills and expertise, in this regard GVK EMRI is also appointed as a single nodal agency for the purpose of 181 Women Helpline project to provide first access point through 24X7 free Women Helpline emergency outreach services for women in distress and in need of care and protection.
- Women helpline project is envisaged to bring in positive impact on women empowerment and rights in state of Gujarat. The women helpline project is intended to make available access of Crisis Counseling, Emotional support and Guidance through direct and indirect interventions and co-ordination with various agencies viz. Government agencies and NGOs in the state to serve women for their empowerment. Women Rescue Team of this project is not to be considered as substitute of police. The police actions and its scope remains separate as per the prevailing laws for offender oriented actions by police.
- For implementing the ABHAYAM project,GVK EMRI in association with Government of Gujarat has launched 181 – “ABHAYAM” Women Helpline in Gujarat. The helpline has been launched in collaboration with the Women and Child Development and Home Departments. The 24×7 helpline -181- is a toll-free three-digit number to support woman in distress and is directly accessible through any mobile or landline. Any woman can access 181 “ABHAYAM” helpline for the purpose of information, counselling, guidance, and also for the rescue in various highly threatening situations including domestic violence through dedicated fleet of outreach rescue vans with trained team including police. All the cases reported are tracked for successful closure through a back-office run by Gender Resource Centre of Govt. of Gujarat.

Steps involved in 181 helpline Application
- Install 181 ABHAYAM Women Application.
- Follow the registration process and user will get the unique registration id.
- Make sure your device is GPS & Internet connection enabled while calling 181 ABHAYAM women helpline.
- On clicking the 181 logo, the application will fetching user’s current position and it will call on 181 ABHAYAM women helpline.
- upload Image and video from the 181 ABHAYAM Woman Application. The counsellors will be able to see user’s Uploaded Images and videos.
- On calling181, user’s current position along with registration id will be transmitted at 181 ABHAYAM women helpline centre where the counsellors will be able to see user’s current position in google maps and on requirement they send nearest Women rescue team.
